We will be starting where we left off after the 2015 tour. All new players that join will start with a 0 (scratch) handicap and then after they have played 2 events or 8 games, we will calculate their handicap based on 7 of 8 - removing the highest score of the 8 rounds - then after the 3rd event or 12th game their handicap will be calculated the same as the rest which is 11 of 12 - removing the highest score from the 12 rounds - and we are playing against a base score of 70.
I have recalculated the 2015 tour handicaps using the Net leaderboard scores.
The scores that are used moving forward will be from the NET scores that BOB posts in the leaderboards.
example:
Player X - 62 67 62 66 69 69 69 66 68 67 67 66 = 798 then subtract highest round score of the 12 rounds which is 69 then ="s 729 which is then divided by 11 rounds ='s 66.27 - then the handicap is calculated by subtracting the determined 66.27 from the base score (set by BOB) of 70 = 3.73 rounded to 4 (anything below .5 is rounded down anything above .5 is rounded up)
So Player X starts next tournament with a handicap of 4 - after the next tournament that Player X completes all 4 rounds - the first four scores are deleted and handicap is recalculated - if Player X does not complete all 4 rounds in a tournament scores are not recalculated.

I do my best to get the handicaps recalculated and posted in this thread by the Tuesday of the playing week - but of course sometimes life gets in the way -
